1401 Technology Transfer Program
Enhancing First Responder Capabilities

The 1401 Technology Transfer Program, in the Office of the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs, coordinates Department of Defense (DoD) efforts to identify, evaluate, deploy, and transfer technology, items, and equipment to Federal, State, and local first responders.

Our Partners

Through the 1401 program, the DoD fulfills Congress’ intent to support public safety and homeland security by leveraging taxpayer investments in defense technology and equipment. Partnerships with the Department of Homeland Security (DHS) and the Department of Justice (DOJ), and communications with first responders, are critical for success in this important mission! Working closely with DHS and DOJ, we promote the advancement, commercialization, and transition of high priority DoD projects that can result in first responder capability improvements.

Program information

1401 Tech Transfer Program information on the DoD TechMatch web site is aimed at:

  • MANUFACTURERS. We want to help the DoD identify appropriate private sector manufacturers for the purpose of transferring and commercializing DoD technology for use by first responders.
  • FIRST RESPONDERS AND PUBLIC SAFETY OFFICIALS. The program exists to leverage DoD investments to enhance your capabilities, today and tomorrow. We work across the DoD and with the DHS and DOJ to accomplish this. There are several types of assistance available.
  • PROCUREMENT OFFICERS. There are several programs that allow you to leverage the Federal government’s buying power, and its inventory of surplus equipment, to get the best value for your first responders at the State and local levels.
